DESCRIPTION
The Polk Regional Water Cooperative (“PRWC”) has a project to address future water supply needs within Polk County. The project, known as the Southeast Wellfield and Water Production Facility Project, consists of the construction of a potable water facility, multiple supply wells and a regional transmission system. Part of the transmission system is proposed to connect to a potable water interconnect facility which is being constructed in conjunction with an Interlocal Agreement between the County, the City of Lakeland and the City of Bartow to provide reliable and redundant water service to each of the party’s service areas. The interconnect facility is currently under construction and is located on a jointly owned property located along the north side of County Road 540 to the west of, and near, US Highway 98. The transmission facilities are proposed to connect to the interconnect site from the north. The property located adjacent to the north of the interconnect site is owned by the County and contains a storm water retention pond associated with CR 540A. PRWC contacted the County and requested a 20-foot-wide utility easement along the eastern boundary of the pond site to accommodate the construction and future maintenance of its proposed facilities. The easement is not anticipated to impact the storm water facility. Authorizing the Utility Easement to PRWC will give it the easement needed over the site for the project.
RECOMMENDATION
Request Board authorize the above-described Utility Easement to the Polk Regional Water Cooperative.
