DESCRIPTION

The Managed Care Supplement Payment Program has been active since June 21, 2019, with Polk County Fire Rescue participating from its inception. Over the past six years, the program has provided Polk County Fire Rescue with approximately $18 million in additional Medicaid reimbursements.

The Managed Care Program operates in coordination with existing Managed Care Organizations (MCOs) within our Region. Polk County Fire Rescue requests the Board’s approval to renew all eight Letters of Agreement with each participating MCO to maintain the relationships established in 2019. The organizations include: Aetna Better Health of Florida Inc., Children’s Medical Service, Community Care Plan, Florida Community Care LLC, Humana Medical Plan, Inc., Simply Healthcare Plans, Inc., Sunshine State Health Plan, and United Healthcare of Florida.

These Medicaid Managed Care Organizations continue to work with the Agency for Health Care Administration (AHCA) to report the total number of qualified participant transports completed by Polk County Fire Rescue each quarter. AHCA determines the state funding amount to be distributed to each MCO, which is then paid annually to Polk County Fire Rescue by our contracted organizations. The Letters of Agreement will remain in effect as of July 1, 2024, and will continue until a Managed Care Organization exits the state Medicaid program or the agreement is otherwise terminated.

RECOMMENDATION

Request Board approve and ratify the eight Letters of Agreement for the Managed Care Organization.

FISCAL IMPACT

Revenue from the eight Managed Care Organizations is budgeted in the Emergency Medical Services General Fund.
