DESCRIPTION
In April of 2026, the Board approved the Northeast Landfill Temporary Customer Convenience Center Pilot Project to help combat illegal dumping in the northeast region of Polk County. Located at the closed Polk County Northeast Landfill along Bannon Island Road in Haines City, the pilot project provided local residents with a disposal option for those items commonly found at illegal dumping sites, including household waste, furniture, bulky waste, yard debris, residential construction debris, tires, and scrap metal.
The pilot project established disposal rates based on vehicle type, including a separate per-tire fee. Use of the facility was limited to Polk County residents with proof of residency, and payments were accepted by debit or credit card only. Commercial entities and automated dump trailers were prohibited. Based upon the marginal citizen response to the site’s convenient availability over the past 4 months, staff’s recommendation is to conclude this pilot program and discontinue collections effective January 1, 2027.
RECOMMENDATION
