DESCRIPTION
The Polk County Board of County Commissioners has identified the necessity of constructing a new alignment collector roadway from US Highway 17 at Winter Lake Road (SR 540) to Rifle Range Road (CR 655) known as the Thompson Nursery Road Phase 1 Segment 1 Project and has authorized the Real Estate Services Administrator to undertake right-of-way acquisition as necessary for that improvement project. Said project is a portion of a larger project to improve and realign Thompson Nursery Road from West Lake Ruby Drive to US Highway 17 consisting of primarily a new alignment for a four-lane corridor. Parcels needed to complete the project were identified and surveyed for acquisition purposes. The properties, designated by the parcel numbers listed below, which are more fully described in the attached proposed Resolutions of Necessity, are necessary for the construction of the proposed roadway improvements. This road project, which includes travel lanes, sidewalks and associated drainage, will result in improved safety and traffic movement in Polk County. In considering adoption of the Resolution of Necessity five factors must be considered by the Board of County Commissioners as the condemning authority:

A. ALTERNATIVE ROUTES: The Board of County Commissioners considered various alignments, the costs thereof, and projected improvements to the levels of service before approving a new alignment for the Thompson Nursery Road Phase 1; Segment 1 Project which provides a "best fit" alignment for the proposed roadway.

B. ENVIRONMENTAL FACTORS: Necessary permits are being reviewed or have been approved by permitting agencies. The project has been designed to minimize adverse impacts to the environment and it is anticipated tha...
