Approve an Interlocal Agreement Between Polk County and City of Auburndale for the intersection Design at CR-559 and Gapway Road (No Fiscal Impact)

DESCRIPTION
In May of 2022, the County and Auburndale jointly participated in a Transportation Master Plan identifying needed transportation infrastructure as development occurs within the Auburndale Utility Service Area to include city, county, and state roadways. The Auburndale Transportation Master Plan, as part of its future infrastructure improvements, recommended the installation of a roundabout to address the future failing level of service at the intersection of County Road 559 (CR-559) and Gapway Road/Lake Van Road. Auburndale advanced preliminary design of the roundabout at the Intersection to identify future right-of-way for needed sewer infrastructure at the Intersection. In March of 2025, the County agreed to move forward with the design of the roundabout concept at this intersection. As part of moving forward with this project, the County and Auburndale have prepared the attached Interlocal Agreement. As part of the agreement Auburndale has agreed to pay for the design of the roundabout at an estimated cost of $345,200. Once the design is complete, the County has agreed to evaluate the cost of the right-of-way needed for this project and determine if it is feasible to move forward with construction. The result of this determination will result in a subsequent Interlocal Agreement between the County and Auburndale.
RECOMMENDATION
Request Board Approve the Interlocal Agreement Between Polk County and City of Auburndale for the intersection Design at CR-559 and Gapway Road.
