DESCRIPTION

Approve the CDBG subrecipient agreement between Polk County and The City of Bartow.  The City of Bartow utilizes the Carver Recreational Center and all amenities to serve several low and moderate income individuals and families in the community and within Polk County. The City Park is commonly used by residents and visitors of all ages and capabilities. The prior restroom which was opened to the public fell into despair and was permanently closed. A new ADA restroom is needed to accommodate residents and be accessible for individuals with disabilities. This project will be an investment to the community and the infrastructure for years to come. CDBG funds will be used for but not limited to the construction of an outdoor ADA restroom at the Carver Recreation Center and a drinking water fountain. The Board of County Commissioners approved this by adoption of the Fiscal Year 2023-2024 Action Plan on July 25, 2023.

 

The City of Bartow will use CDBG funds for the above activities in an amount not to exceed $216,395.95 (current allocation FY 23/24 $104,632.00, with a carryover from FY 22/23 $109,600.00, and a carryover from FY 21/22 $2,163.95).

 

RECOMMENDATION

Request Board approve Amendment 4 to the City of Bartow Subrecipient Agreement.

 

FISCAL IMPACT

Funds are budgeted in the Special Revenue Grant Fund.
