SUBJECT
title
Declare surplus and authorize the public sale of County-owned remnant right-of-way parcel associated with the West Pipkin Road Project, Parent Parcel ID Number 232911-139777-000020. (Potential for $120,000 or greater, one-time revenue)

DESCRIPTION
The County acquired a residential lot lying adjacent to the south of W. Pipkin Road and to the west of Hayes Road in conjunction with a project to four-lane a roadway known as the W. Pipkin Road Improvement Project. The County negotiated the purchase of the lot in its entirety due to impacts to the property by the project. The project has been completed and the necessary right-of-way for the completed roadway has been excluded which resulted in a remnant parcel which is no longer needed by the County; however, Polk County Utilities has requested the reservation of an easement over the northern portion of the property for maintenance of a sanitary sewer force main located along the roadway adjacent to, or near, the subject property. The parcel is a flag shaped parcel containing approximately 1-acre. The County hired an independent appraiser to establish a market value for the parcel and a value of $120,000 was established. In an effort to reduce the County’s Land Inventory, staff is requesting the Board declare the parcel surplus and authorize the public sale of the parcel to the highest bidder whose bid meets or exceeds the minimum bid amount and approve the appraised amount of $120,000 as the minimum bid.
Florida Statutes allow for the disposal of County-owned real property by declaring the property surplus and authorizing a public sale to the highest bidder. Declaring the subject parcel surplus and authorizing its sale will allow the public to purchase the parcel, place it back on the tax roll, remove the property from the County Land Inventory and allow the County to cease maintenance activities associated with the parcel.
