DESCRIPTION
North Ridge Trail is a proposed two-lane urban collector roadway located west of U.S. 27 and north of Interstate 4. The project corridor extends from Deen Still Road to Sand Mine Road, a distance of approximately 4.1 miles. The project will be constructed in phases, with Phase One extending from Four Corners Boulevard to Sand Mine Road, approximately 2.5 miles.
Polk County has identified the construction of North Ridge Trail as a priority to provide an alternate route to US 27 for local traffic. The FDOT is providing grant funding for the construction portion of this project due to the expected relief of traffic volume to US 27.
The Roads and Drainage Division requested that Procurement solicit proposals from qualified firms to provide professional Construction Engineering and Inspection (CEI) services for North Ridge Trail - Phase One, from Four Corners Boulevard to Sand Mine Road. Phase One is the only segment currently funded for construction, the solicitation includes Phase Two and Phase Three as optional services that may be authorized through future amendments. Request for Proposal (RFP) 26-228, CEI Services for North Ridge Trail was issued, and six firms submitted proposals. The selection committee met on June 30, 2026, to evaluate and score the proposals. The three highest scored proposers were elevated for interviews. On July 14, 2026, the selection committee conducted interviews and received presentations from three proposers. After the interviews, the consensus of the selection committee was to request the Board authorize staff to enter into contract negotiations with all proposers starting with the highest ranked proposer, Rummel, Klepper & Kahl, LLP.
