DESCRIPTION
The Polk Regional Water Cooperative ("PRWC") has a project to address future water supply needs within Polk County. The project, known as the Southeast Wellfield and Water Production Facility Project, consists of the construction of a potable water facility, multiple supply wells and a regional transmission system. Part of the transmission system is connecting to a potable water interconnect facility in conjunction with an Interlocal Agreement between the County, the City of Lakeland ("Lakeland") and the City of Bartow ("Bartow") to provide reliable and redundant water service to each of the party's service areas. The interconnect facility has been constructed and is located on a southern portion of a property which is jointly owned by the County, Lakeland and Bartow, located along the north side of County Road 540 to the west of, and near, US Highway 98. PRWC contacted the County, as well as Bartow and Lakeland and requested a Utility Easement over the northern portion of the site for the construction and future maintenance of a booster pump station and related equipment and facilities. PRWC also requested an ingress egress easement over the southern portion of the property to allow for access to its proposed facilities. Authorizing the Utility Easement and Ingress Egress Easement for the County's interest in the property to PRWC will give it the easement needed over the site for the project once authorized by the cities and fully executed.
RECOMMENDATION
Request Board authorize the above-described Utility Easement and Ingress Egress Easement for the County's interest in the property to the Polk Regional Water Cooperative.
