Approve a State-Funded Grant Agreement between the Florida Department of Transportation (“FDOT”) and Polk County in conjunction with the Power Line Road Phase 2 Project. ($7,500,000 one-time money)

DESCRIPTION
The County has a Community Investment Project to improve Power Line Road to a four-lane corridor from South Boulevard to Hinson Avenue known as Power Line Road Phase 2. To allow for construction of the roadway, the County will need to acquire additional right-of-way and easements from impacted property owners. The engineering design of the project is very nearly complete, and right-of-way acquisition is expected to begin in the coming months.
The County submitted a grant application to FDOT for right-of-way acquisition funding for the Power Line Road Phase 2 Project. The grant was approved and the FDOT has provided a State-Funded Grant Agreement (FPN: 452963-3-44-01) in the amount of $7,500,000 for right-of-way acquisition funding. The County would be responsible for any costs in excess of the grant funding. The grant funding source is not federal, nor does the type of funding, or the agreement, federalize the project. The County Attorney’s Office and the Real Estate Services Director have reviewed the agreement and recommend approval. Approving the State-Funded Grant Agreement will give the County grant funding towards right-of-way acquisition costs associated with the Power Line Road Phase 2 Project.
RECOMMENDATION
Request Board approve the aforementioned State-Funded Grant Agreement.
FISCAL IMPACT
Upon approval of the Grant Agreement, funding will be budgeted within the Special Revenue Grant fund for Roads and Drainage CIP FY 26/27 project during the budgeting process.
