Authorize a Partial Release of Easement in conjunction with the Thompson Nursery Road Phase 1 - Segment 1 Project. (No fiscal impact)

DESCRIPTION
In October 2019 the Lake Region Lakes Management District granted to the County a Deed of Conservation Easement in conjunction with an Interlocal Agreement which provided for funding assistance by the County associated with the purchase of large tracts of land by the District. The County’s 4-lane new alignment road project known as the Thompson Nursery Road Phase 1 - Segment 1 project, from US Highway 17 to Rifle Range Road (CR 655)/Snively Avene, requires additional right-of-way parcels from the property encumbered with the easement. Parcels 120 and 121 are fee parcels needed for mainline right-of-way along Rifle Range Road/Snively Avenue for the project. In order to clear title to the right-of-way parcels the encumbrance of the easement will need to be released prior to the project. Authorizing a Partial Release of Easement will remove the encumbrance of the easement over Parcels 120 and 121 which will allow the County to fully utilize the parcels for the project.
RECOMMENDATION
Request Board authorize the aforementioned Partial Release of Easement.
