Approve the first amendment to the contract with Tri-County Human Services, Inc. (TCHS) for the provision of alcohol, substance abuse, and mental health services as mandated in Section 394.76 of the Florida Statutes. (total amount not to exceed $1,005,929 annually.)

DESCRIPTION
State funded behavioral health dollars are made available through the Department of Children and Families (DCF). The Florida Legislature authorizes DCF to contract with seven Managing Entities throughout the state to administer, manage, and ensure accountability of public funds that support the state's behavioral health safety net. These Managing Entities distribute state allocated behavioral health funding to local behavioral health providers.
Central Florida Behavioral Health Network (CFBHN) is the Managing Entity covering Polk and 13 other counties to distribute state allocated behavioral health funding to local behavioral health providers, including TCHS.
Polk County is required by Florida Statute 394-76 to provide match funding for alcohol, drug abuse, and mental health services, and programs in accordance with the Tenth Judicial Circuit of Florida, Alcohol, Drug Abuse, and Mental Health Administrative Plan.
The contract is effective as of October 1, 2018 and continues indefinitely unless terminated by either party. Currently, the annual funding amount is based on the Local Match Calculation Form submitted by TCHS and compiled by CFBHN reflecting the County share. The County share partially funds outpatient services, detoxification, residential dual-diagnosis, and substance abuse services for the severely and persistently mentally ill. Currently, TCHS is paid quarterly equal sums of the annual amount.
TCHS has requested additional funding above the County share. With increased occupied beds at the residential and detoxification centers, the additional funding will help to pay for needed staffing.
