DESCRIPTION
The Crystal Lake Park boardwalk is a 600-foot wooden boardwalk that overlooks a section of Crystal Lake. The structure, which is over 25 years old, is currently closed as it has been deemed unsafe to walk on due to its age and associated decomposition of the wood.
In 2023, the Board approved an agreement with Madrid Engineering Group to provide construction plans and bid documents for the reconstruction. In 2025, Polk County Parks and Natural Resources Division requested Procurement solicit bids from qualified contractors for the demolition and reconstruction of the existing boardwalk at Crystal Lake Park.
Funding for the engineering services and construction is provided by a Community Development Block Grant (CDBG) and is included in the approved CDBG workplan and Parks CIP.
Bid 25-666, Crystal Lake Park Boardwalk was issued and two contractors submitted bids.

A recommendation of award was issued to Stokes Marine, Inc. and no protests were received. In accordance with Resolution No. 13-066, $30,912.00 was added to the contract for allowance work for a total contract amount of $649,152.28. The contract time for this project is 150 days for final completion. Allowance time for the project is 22 days.
RECOMMENDATION
Request Board approve construction contract with Stokes Marine, Inc. for the Crystal Lake Park Boardwalk project.
FISCAL IMPACT
Funds are budgeted and available within the 5-year Parks and Natural Resources CIP within the Special Revenue Grant CDBG Grant fund.
