DESCRIPTION

Waste and Recycling requested Procurement to solicit proposals for the purpose of providing curbside residential solid waste collections services as our current hauler contracts expire September 30, 2024.

 

Request for Proposal (RFP) 23-175 Curbside Residential Solid Waste Collection Services was issued, and four vendors submitted proposals. The selection committee met on Monday, April 3, 2023, to evaluate and score the proposals. All four vendors were elevated for interviews. On April 10, 2023, the selection committee conducted interviews and with all four vendors. After the interviews, the consensus of the selection committee was to request the Board authorize staff to enter into contract negotiations with all proposers, starting with the two highest ranked proposers, FCC and GFL.

A recommendation of award was posted, and Coastal Waste & Recycling of Florida, Inc. protested the recommendation to award to GFL. The protest process resulted in the County Manager upholding the Procurement Director’s recommendation to award to FCC and GFL.

 

RECOMMENDATION

Request Board approve the selection committee’s recommendation and authorize staff to enter into contract negotiations, starting with the two highest ranked proposers, FCC and GFL for RFP 23-175 Curbside Residential Solid Waste Collection Services, and moving to the third-highest ranked proposer and so on, if negotiations with FCC and/or GFL are unsuccessful.

 

FISCAL IMPACT

There is no fiscal impact during negotiations.
