The Polk County Charter specifies the county manager’s appointment of executive service employees is subject to confirmation by the Board of County Commissioners.
The county manager has appointed Mr. Dale Henderson to the position of Polk County Waste & Recycling Division Director, effective June 19, 2023.
Mr. Henderson’s career has spanned over 40 years of progressive experiences in the waste collection and disposal industry. Dale began his career in 1982 with Waste Management, Inc. with service areas that covered various portions of the United States, including Pennsylvania, New Jersey, New Hampshire, Minnesota and Wisconsin. His 22 year career with Waste Management included responsibilities for collection services, operations of Material Recovery Facilities and landfill operations, all of which included budgeting, staffing, equipment, technology, regulatory compliance, capital investments and strategic planning.
Beginning in 2004, for the next 7 years, Dale was the Business Unit Manager for Republic Services operating in the southeast Florida, Ft. Lauderdale area where his area of responsibility focused on sales, customer service, business development, fleet/equipment maintenance and staff development/training.
Mr. Henderson then spent the next 2.5 years with Southern Waste Systems operating out of Pompano Beach area of southeast Florida. As the Business Unit Manager, those responsibilities included operations and management of a state-of-the-art construction demolition processing and recycling facility.
Mr. Henderson then spent the next 18 months as the Chief Operating Officer for the Lone Star Disposal company operating out of the Houston, Texas area specializing in waste collection, transfer, recycling and disposal practices.
Mr. Henderson then moved to the Stericycle Environmental Solutions Company where he served as the Regional Operations Director for the Southwest Region focusing on specialty waste collections across California, Utah and Nevada.
Mr. Henderson’s most recent experience includes 2 years as the District General Manager for Orion Waste Solutions operating out of the Clearwater, Florida area. This business focus was on commercial, residential, and industrial waste collections.
Dale is currently the Manager of the Broward County Landfill with responsibilities for operations and development of the county solid waste and recycling facilities serving all of Broward County’s commercial and residential customers.
Mr. Henderson received his Bachelor of Science in Land Management and Land Capability Analysis from the University of Wisconsin at River Falls. He has served on numerous state level Waste Management Advisory and Task Force Panels and is a US Coast Guard licensed Marchant Marine Captain.
The Waste & Recycling Director is an authorized position in the Adopted FY 22-23 Budget. The existing appropriations are sufficient to cover the negotiated salary and benefits, which total $188,935.00 ($145,000.00 base salary + $43,935.00 benefits).
RECOMMENDATION
Recommend the Board confirm the appointment of Mr. Dale Henderson to serve as the Waste & Recycling Division Director, effective June 19, 2023.
FISCAL IMPACT
Funds are budgeted in the Waste & Recycling Fund.
