DESCRIPTION
The Land Development Division requested Procurement to solicit proposals from qualified consultants to update the County's comprehensive plan out to the year 2050 in compliance with the Community Planning Act (Chapter 163 Florida Statutes).
Request for proposal (RFP) 24-016, Polk County Comprehensive Plan Update was issued, and three vendors submitted proposals. On January 9, 2024, the Board approved the selection committee's recommendation to enter into contract negotiations with Inspire Placemaking Collection, Inc. The attached agreement is the result of those negotiations.
The services to be provided include an update of the Comprehensive Plan's vision and policies, guidance for future land uses, concurrent infrastructure and incorporate plans currently underway; and support planning directions for cities located within Polk County.
The cost to provide these services is $560,523.00 with an anticipated completion date of April 2026.
The agreement also allows for additional similar scope of work services. If additional similar work is needed, the Division will work with the consultant to create a Work Authorization (WA). Each WA will include a detailed scope of work and cost. WA's less than $100,000.00 will require Land Development Director approval. WA's $100,000.00 or greater will require County Manager or Deputy County Manager approval. These WA's will also include a summary of all prior WA spend under this agreement.
The term of this agreement is for five (5) years with two (2) additional five (5) year time periods upon mutual agreement.
RECOMMENDATION
Request Board approve the agreement with Inspire Placemaking Collective, Inc to update the Polk County Comprehensive Plan.
