Approve piggyback agreement with Routeware, Inc. for route management of Polk County’s waste collection trucks. ($65,752.00 one-time expense; $60,225.72 annual estimated recurring expense)

DESCRIPTION
The County currently provides waste collection services for 1,300 residents in the southern part of the county. Starting on October 1, 2024, the County will increase the service area to 13,000 residents and will be leasing 9 trucks to perform the increased service area. The trucks will need to have specifically designed equipment and software installed to efficiently develop and monitor the routes.
Waste and Recycling requested assistance from Procurement to piggyback the City of Tampa’s agreement with Routeware, Inc. that was executed on January 19, 2023, as a result of the City of Tampa’s Request for Proposal #41081220, to provide these services. There are no local vendors that can provide these services.
This piggyback agreement will provide the needed software, equipment and related training to develop and monitor the County’s waste collection routes.
The initial one-time cost includes the purchase of the software and related equipment as well as vendor training of County staff. The annual recurring cost includes the annual software subscription, maintenance, and support.
The term of this agreement is through January 18, 2028.
RECOMMENDATION
Request Board approve piggyback agreement with Routeware, Inc. for route management of the County’s waste collection trucks. One-time amount of $65,752.00; Annual estimated amount of $60,225.72.
FISCAL IMPACT
Funds are available in the Universal Solid Waste Collection Fund.
