Minutes: Chairman, Bob Weigers brought the meeting to order at 9:00 a.m.

October 3, 2024, Meeting Minutes  
Minutes: The October 3, 2024, TAC Meeting Minutes were reviewed and approved  
unanimously with Chuck Barmby making the motion and Carlie Flagler seconding the  
motion.

Agenda Review - Ryan Kordek, Polk TPO Executive Director  
Minutes: Ryan Kordek, Polk TPO Executive Director, provided the agenda review.  
Action Items  
5.  
Review/Approve Amendments to FY 2024/25 - 2028/29 Transportation  
Improvement Program (TIP)  
Minutes: Angela Kaufman, Polk TPO Staff, provided a presentation of the draft FY  
2024/25 - 2028/29 Transportation Improvement Program (TIP) amendments. The  
amendments included LAMTD FTA Section 5307 Poinciana and Four Corners Small  
Urban Area Capital and Operating funds for projects 455571-1, 455571-2, 455572-1,  
455572-2 and Federal funds added to the project 449276-1 which is SR 60 from west  
of Saddlebag Lake Road to East of Tiger Lake Road resurfacing.  
A motion was made by James Phillips and seconded by Chuck Barmby and was  
approved unanimously.

FDOT and Florida’s Turnpike Enterprise FY 2025/26 - 2029/30 Draft Work  
Programs for Polk County  
Minutes: Ryan Kordek, Polk TPO Executive Director, provided a presentation on the  
FDOT and Florida's Turnpike Enterprise FY 2025/26 - 2029/30 Draft Work Programs  
for Polk County.  
A discussion started by Chuck Barmby ensued related to a Highway 98 issue with  
Bartow Road's sidewalks and connectivity. He asked if this issue could be put into the  
Work Program. Ryan Kordek stated he would take this issue to the TPO Board.  
A motion was made by Jay Jarvis, seconded by Carlie Flagler, and approved  
unanimously.  
Presentations and Status Reports

Tradeport Boulevard Feasibility Study from State Road 33 to Walt Williams  
Road (FPID: 447989-1)  
Minutes: Nicole Mauntter, Metric Project Manager which is a consultant for FDOT,  
presented the project study conducted for the various route options for Tradeport  
Boulevard. Using the public's input, the suggested routes were prioritized.

Envision 2050 Revenue Forecast  
Minutes: William Roll of Kimley-Horn, provided a presentation explaining the  
anticipated revenue forecast for the 2050 Long-Range Transportation Plan (Envision  
2050) update.

Priority Transportation Project Application Cycle  
Minutes: Angela Kaufman, Polk TPO Staff, provided a presentation informing and  
explaining the Priority Projects application, the application cycle, and key dates.  
Bob Wiegers asked for an updated Priority Transportation Project fact sheet with a  
complete list of important dates and if this could be sent out. Angela Kaufman stated  
this will be done.

2025 TAC Meeting Schedule  
Minutes: Ryan Kordek, Polk TPO Executive Director, presented the proposed 2025  
TPO TAC and Board Meeting Calendar to the committee members.  
11.  
Northeast Polk County Transportation Study Meeting - December 10th  
Minutes: Ryan Kordek, Polk TPO Executive Director, invited committee members and  
their related staff members to attend the meeting to discuss the development of the  
Northeast area of Polk County as it relates to the 2050 Long-Range Transportation  
Plan.

Committee Member Comments  
Minutes: Marrisa Barmby expressed an opportunity related to the local immigration  
strategies (transportation hazards) to reduce fatalities and hazards.  
William Roll stated the Resiliency Plan is about the large hazards such as major  
weather events that are part of the cost feasibility plan.  
Jay Jarvis stated that Bill Skelton is retiring at the end of the year and his specific  
duties will be divided up with different staff members.  
Bob Wiegers wished everyone a Merry Christmas.

Adjournment - The next Committee Meeting is scheduled for January 23, 2025.  
Minutes: The meeting was adjourned and the next meeting will be on January 23,  
2025.
