Approve Second Amendment to American Rescue Plan Local Fiscal Recovery Funding Agreement with All Veterans Center, Inc. (No fiscal impact)

DESCRIPTION
The United States government has provided the County American Rescue Plan Act funds (ARP Funds) to assist in responding to the COVID-19 public health emergency. A portion of the ARP Funds have been allocated to address COVID-19's impact on public health as well as its economic harm to households, small businesses, non-profits, and impacted industries. After requesting and receiving requests for an allocation of ARP Funds from small businesses and non-profit agencies located in Polk County, the Board selected recipients who will receive an ARP Fund award to address these impacts.
All Veterans Center, Inc. through various distribution sites, provides free food services to residents in Polk County smaller communities in rural areas with limited transportation accessibility.
Since receiving ARP Funds, All Veterans have added seventeen (17) additional distribution sites to their existing seven (7) sites and served over 40,000 bags of food. Due to increased food insecurity throughout the county, more residents are seeking help from food banks.
All Veterans is requesting that the original monthly/yearly limits be removed from their Food Program Budget Expenses and funds available be used for facility rentals/leases, facility utilities, and the repair, replacement and/or purchase of equipment that will be utilized for the distribution and storage of perishable and non-perishable food items. All Veterans is also requesting that the monthly/yearly limits be removed from the purchase of office equipment, supplies and perishable and non-perishable food items.
RECOMMENDATION
Request the Board approve the Second Amendment to the American Rescue Plan Local Fiscal Recovery Funding Agreement with All Veterans Center, Inc.
