DESCRIPTION
The City of Eagle Lake and the Town of Lake Hamilton are requesting to change their status from Associate to Participant as a part of the Amended and Restated Southeast Wellfield Implementation Agreement. Eagle Lake is now requesting a 2045 allocation of 0.65 MGD and Lake Hamilton is requesting a 2045 allocation of 0.50 MGD. These requests have been approved by their respective city council/commission and the PRWC has received written requests for the changes (attached).
In order to change status, both cities will need to pay their share of the costs associated with the SE Wellfield Test Production Wells under the Combined Projects Agreement Total Estimated Cost Share Table that was approved by the Board of Directors (Resolution 2022-02) in March 2022. This table updates the cost of design, permitting, construction and testing of TPW #2 for the West Polk Wellfield and TPW #3 at the Southeast Wellfield. Resolution 2022-10 updates this table (attached).
Regarding overall costs as expressed in the Combined Projects Implementation Agreement, Eagle Lakes cost share increases from 0.97% to 1.36% ($435,928.40) and Lake Hamilton's cost share increases from 0.3% to 0.4% ($13,760.75). This is inclusive of the increase in the Combined Projects costs due to the addition of the test production wells.
RECOMMENDATION
Approve the request from Eagle Lake and Lake Hamilton to become SE Wellfield Project Participants and approve resolution 2022-10 updating the Combined Projects Total Estimated Cost Share Table to reflect their change in status.
