DESCRIPTION

Two (2) test production wells have been constructed for the Southwest Wellfield project.  One well is located at the southern end of the wellfield and the other is located at the water production facility site north of the proposed wellfield.  Due to a significant difference in water quality between the two wells, a third test production well was requested during the third-party review by the Southwest Water Management District (SWFWMD) to obtain additional water quality and quantity data within the wellfield alignment.

At the November 17, 2021 Board Meeting the Combined Projects Board authorized staff to publish an advertisement for a qualified well driller to construct Test Production Well (TPW) #3 (Project) in support of the Southeast Wellfield Project, Phase 1.  In order to align the Project schedule with State Revolving Funding, the Polk County Procurement Division (on behalf of the PRWC) advertised the Project for bid on May 27, 2022.  On June 29, 2022, two (2) bids were received from qualified drilling contractors (see table below).  The Project was subsequently awarded to A.C. Schultes in the amount of $3,697,690.   SWFWMD Grant Agreement No. 21CF0003731 and the State Revolving Fund (SRF) planning loan will be utilized to fund the Project.

Fiscal impact in the amount of $3,697,690 with SWFWMD providing co-funding of up to $1,829,050.
