DESCRIPTION
The City of Eagle Lake and the Town of Lake Hamilton are requesting to change their status from Associate to Participant as a part of the Amended and Restated Southeast Wellfield Implementation Agreement. Eagle Lake is now requesting a 2045 allocation of 0.65 MGD and Lake Hamilton is requesting a 2045 allocation of 0.50 MGD. These requests have been approved by their respective city council/commission and the PRWC has received written requests for the changes (attached).
The Amended and Restated Southeast Wellfield Implementation Agreement allows for the PRWC to consider this change as long as prior to the end of the fiscal year the requesting member governments deliver to the PRWC Project Water Estimates and pay their proportionate shares of the costs incurred to date. In addition, the applying member governments need to pay a 2.5% fee on their proportionate shares of costs expended to date. The right of a Project Associate to become a Project Participant is subject to the availability of Project Water not committed to existing Project Participants.
PRWC staff have estimated the amount necessary for both Eagle Lake and Lake Hamilton to change their project status. Because the costs incurred to date are financed and no project participants have begun to pay on these costs, Eagle Lake and Lake Hamilton's cost to date will be due at the time the PRWC begins to pay back the financed amount. PRWC staff did estimate the 2.5% proportionate shares of costs each of the two cities need to pay; those amounts are estimated to be $772.15 for Eagle Lake and $593.96 for Lake Hamilton.
