DESCRIPTION

The Southeast Wellfield Transmission Main Project will provide 15 MGD of finished water to project participants for public supply.  The transmission main will be approximately 66 miles long running to the north to Haines City and to the west to Bartow from the Water Production Facility located near Lake Wales.   A 10-mile raw water pipeline will also need to be constructed along Walk-In-Water Road to move water from the production wells to the Water Production Facility.  It is expected that approximately 329 easements will need to be obtained for these pipelines with an estimated cost of over $21M.

In order to manage the volume of easements that will need to be obtained in a timely fashion, PRWC staff and consultants recommend the following approval structure for easement offers:

Executive Director:

Can approve offers of 50% above appraised value or up to $100,000.00 (whichever is higher).

Executive Committee:

Can approve offers of 50-100% above appraised value or up to $500,000 (whichever is higher).

Full Board of Directors:

Can approve offers above 100% of appraised value or above $500,000

 

In order to implement this structure, an Executive Committee of the PRWC BOD needs to be formed.  Staff recommend a three-member committee be selected from the BOD members with an alternative member also named.  The Executive Committee will be expected to meet twice monthly beginning as early as January in order to consider easement offers. 

 

RECOMMENDATION

Approve Resolution 2022-12 to establish the easement approval structure and an Executive Committee for Land Decisions

 

FISCAL IMPACT

The financial impact to the PRWC for land easements is expected to be approximately $21,229,000.
