Southeast and West Polk Business Plan Update (Information Item)

DESCRIPTION
This item provides an update on the Southeast and West Polk Business Plan (Plan) by adding forecasted individual member annual allocation payments. As the State Revolving Fund (SRF) Loans and supporting documents were finalized and the business plan updated, the Funding Workgroup and Technical Advisory Committee were able to begin the process of forecasting member annual allocations to inform member fiscal plans through FY 2032. It is important to understand that the business plan and forecast will continue to change as the program evolves. For example, as new members join, and additional grants are received we would anticipate the costs to members to decrease. Similarly, if costs increase as we better define the design and provide more infrastructure, we would anticipate costs to the members to increase. The FY 2023-2032 estimated individual member annual allocation payments for both West Polk and Southeast are attached for reference and the table below provides a summary of the individual member annual allocation payment schedule through 2032 for both projects. Please note that the PRWC Agenda for September 21, 2022 includes the consideration of two new members and those changes will impact the table below.
