DESCRIPTION
The Galloway Road at Sleepy Hill Road Intersection Improvement Project is included in the Roads & Drainage Division FY 2022-2023 CIP budget. Design of the project is complete. Roadway construction began in May of 2022 under Polk County's Minor Road Construction Bid #21-511 with Ajax Paving Industries of Florida, LLC being the awarded contractor based on an initial project estimate of $1,433,366.61. Furthermore, with the selected intersection improvement being the addition of a new roundabout, the intersection was required to have new lighting installed as well. Montoya Electric Services, Inc. was the awarded lighting contractor under Polk County's Traffic Signal & Lighting Installation Bid #21-541 based on an initial project estimate of $144,714.00.
Both roadway and lighting construction were originally scheduled for completion on August 9, 2022, just prior to the start of the new school year. However, during construction, the removal of an existing Lakeland Electric power pole in the circulating roadway of the roundabout caused a four-week delay due to its significant embedment depth. This delay pushed the roadway striping and as-built survey tasks into September of 2022 which were further delayed into Fiscal Year 22/23 by the impacts of Hurricane Ian. Installation of the new lighting poles for the roundabout was also delayed into November of 2022 due to production and delivery delays that were prevalent at that time and persist today for the components that are necessary for new lighting system installs.
Due to this unanticipated situation, a CIP Amendment and budget transfer in the amount of $119,676.00 from reserves to the project is required to make the project whole for the current fiscal year.
