DESCRIPTION
In December 2016, the County entered into a Residential Solid Waste and Recyclable Materials Collection Franchise Agreement with a parent company of FCC (as subsequently amended and assigned to FCC, the “Agreement”) for the collection of Residential Solid Waste and Recyclables Materials from Service Area 1 within the unincorporated area of Polk County.
When evaluating the Residential Collection Services, the County recognized concerns with the Bulk Waste and Horticultural Trash collection processes. With consideration of the Contractor, a more reliable collection process was proposed to increase Contractor efficiencies resulting in increased service completions. These changes are consistent with the proposed 2024 Curbside Residential Solid Waste Collection Services contract including, most notably, monthly scheduled Furniture and Appliances (previously “Bulk Waste”) and changing Routine Yard Trash (previously “Horticultural Trash”) from unlimited quantities. The County has agreed to implement the proposed changes beginning June 5, 2023.
RECOMMENDATION
Approve the proposed Seventh Amendment to the Residential Solid Waste and Recyclable Materials Collection Franchise Agreement with FCC Environmental Services Florida LLC.
